OPINION

SCHUMACHER, Judge.

In this consolidated case, the State of Minnesota appeals the district court’s dismissal of charges involving traffic violations against nine respondents, who are enrolled members of the Minnesota Chippewa Tribe, White Earth Band. We affirm.

FACTS

Respondents were charged with violating various state traffic laws within the boundaries of the White Earth Indian Reservation. The violations were: (1) failure to provide motor vehicle insurance and no proof of insurance (Minn.Stat. §§ 169.791, 169.797 (1996)); (2) driving with an expired registration (Minn.Stat. § 168.09…
