FULTON, District Judge.

This cause is before the Court on plaintiff’s motion for a preliminary injunction enjoining defendant from proceeding further with the construction of certain public housing projects.

Jurisdiction of this Court is invoked under Title 28 U.S.C.A. Section 1343(3) and (4). Plaintiff charges that defendant is violating the due process, equal protection and privileges and immunities clauses of the Fourteenth Amendment to the Constitution of the United States, and the provisions of Title 42 U.S.C.A. Sections 1981 and 1982, by constructing public housing projects on sites…
