Tlie thirteenth section of the act of the General Assembly, approved August 14, 1913 (Acts 1913, pp. 123, 130), generally referred to as the tax-equalization law, provides: “ It shall be the duty of the State tax-commissioner to carefully examine the tax digests of the several counties of this State, filed in the office of the comptroller-general, and to compare said digests for the purpose of ascertaining whether the tax valuation of the various classes of property, as made in the respective counties of the State, is reasonably uniform as between the respective counties.
