POWERS, Justice.

Purolator Armored, Inc. sued the Texas Railroad Commission for judicial review of a final order issued by the agency. The order in dispute authorizes Wells Fargo Armored Service Corporation to transport coin, currency, and similar high-value articles between points in 143 contiguous Texas counties that comprise approximately the northern half of the State. After a review based upon the agency record, the district court affirmed the final order of the agency and Purolator appealed to this Court. We affirm the judgment below. Tex.Rev.Civ.
