This is a proposed civil action for monetary and injunctive relief brought pursuant to 42 U.S.C. § 1983. Petitioner Barry Anthony Vann alleges that respondents were deliberately indifferent to his serious medical needs in violation of the Eighth Amendment. Petitioner claims that respondents Mike Vandenbrook and Officer John Doe 1 were deliberately indifferent by not placing petitioner on observation status when he informed them that he was suicidal.
