Appeal from an order of the Supreme Court (Teresi, J.), entered July 31, 1996 in Albany County, which, in a proceeding pursuant to CPLR article 78, granted respondents’ motion to dismiss the petition as barred by the Statute of Limitations.

Petitioners are the New York State Rehabilitation Association, Inc.
