David Kielbowick (Kielbowick) appeals an order of the Court of Common Pleas of Beaver County (trial court), which affirmed the decision of the Ambridge Area School Board (Board) that during the 1989-90 school term, Kielbowick was a full-time substitute teacher and not a temporary professional employee.
