Plaintiffs (“NEC”) initiated this suit in 1989 to challenge Television Receivers, Monochrome and Color, from Japan: Final Results of Antidumping Duty Administrative Review and Determination Not to Revoke in Part, 54 Fed.Reg. 35517 (August 28, 1989) and the calculation of anti-dumping duty margins therein by the United States Department of Commerce (“Commerce”).
