MEMORANDUM OPINION AND ORDER Alpha Jalloh was sitting in the driver’s seat of his car when officer Dustyn Hugee approached, opened the door, and asked him to get out. After Hugee asked Jalloh to exit a few more times, Hugee took out his gun and pointed it at Jalloh.
