Patrick J. Collins appeals from the September 26, 1994 order of the Court of Common Pleas of Lebanon County (trial court) denying his appeal from the adjudication of the Joint Operating Committee of the Lebanon County Area Vocational-Technical School (Committee) suspending him from employment with Lebanon Valley Vo-Tech School (School) effective August 20, 1991.
