The Yuma Mesa Irrigation & Drainage District (the District) appeals from a decision which, inter alia, awarded it compensation for condemnation of land for a Navy base in Arizona. In a prior decision, United States v. 129.4 Acres of Land, 572 F.2d 1385 (9th Cir.1978) [hereinafter cited as 129.4 Acres I], aff'g 446 F.Supp. 1 (D.Ariz. 1976), we held that the District must be compensated for the decrease in its assessment base caused by the condemnation of the land in question.
