MEMORANDUM

BEAMER, District Judge.

This is a declaratory judgment action brought by All-Star Insurance Corporation for a determination of the rights of the parties under a liability insurance policy issued to The Steel Bar, Inc. The policy provides in part as follows:

“The Company will pay on behalf of the insured all sums which the insured shall become legally obliged to pay as damages because of * * * bodily injury * * * to which this insurance applies, caused by an occurrence and arising out of the ownership, maintenance, or use of the insured premises and all operations necessary or…
