Constantine John Gekas filed suit under 42 U.S.C. § 1983 against the Illinois Attorney Registration and Disciplinary Commission (the “Commission”), seeking a declaratory judgment that the rule violated the First Amendment, and preliminary and permanent injunctions prohibiting its enforcement.
