REAVLEY, Circuit Judge:

In February of 1986 Barbara Moore submitted an application for Supplemental Security Income to the Department of Health and Human Services. After the application initially was denied, Moore sought and was granted a hearing before an administrative law judge (AU). The AU determined that Moore was not disabled and that she therefore was ineligible for benefits. This became the final decision of the Secretary of Health and Human Services (“Secretary”) when the Appeals Council denied Moore’s request for review.
