Plaintiff Azim Malam Abdul Ali (“Azim”) has filed a pro se complaint against the defendants, alleging violations of 42 U.S.C. § 1983 in connection with his confinement at the Pennsylvania State Correctional Institution at Graterford (“Graterford”). He has also filed a petition to proceed in forma pauperis pursuant to 28 U.S.C. § 1915(a). United States Magistrate Peter B. Scuderi has filed a report and recommendation.
