SHANNON, Justice.
Appellants, Texas Department of Health and City of Austin, seek to set aside an order of the district court of Travis County temporarily enjoining them from proceeding with an administrative hearing concerning the City’s application for a landfill site in Travis County. 1 At the outset, this Court must determine its jurisdiction to entertain the appeal in response to the City’s motion to dismiss the appeal for mootness.
