Appeal by William G. Ramage from an order of the County Court of Cayuga county, entered in the office of the clerk of the county of Cayuga on the 22d day of December, 1900, revoking ■liquor tax certificate No. 16,158, issued to him.

Laughlin, J. (dissenting):

The sole ground upon which the liquor tax certificate was annulled was that, at the time of filing his petition and obtaining the liquor tax certificate, appellant did not have the requisite consents of the owners of buildings occupied exclusively as dwellings situate within 200 feet of the premises in which the liquor traffic was to be carried on.

The undisputed evidence on the hearing before the county judge showed that the application for the liquor tax certificate was duly verified by appellant on the 13th day of July, 1900, and that *451prior thereto he had obtained…
