The issue in this case evolves from the possession of one can of beer in the hands of a 20 year old female. At a Pennsylvania Liquor Control Board hearing held on May 24, 1979, in Altoona, Pennsylvania, the board found that the licensee, Rita Shorto, her agents or employes, permitted minors to frequent the licensed establishment on February 23 and March 1, 1979, and also permitted, sold or furnished an alcoholic beverage to a minor on March 1, 1979. As a result of these findings of fact, the board imposed a fine of $300 upon the licensee. The licensee thereupon takes this appeal.
