STATEMENT OF THE CASE

¶ 1 KPNX Broadcasting Co. and one of its reporters, Kim Stafford, (“defendants”) requested the twenty-five school districts involved in this case (“plaintiffs”) to provide them with the birth dates of all active and substitute public school teachers in the districts. The districts declined to provide the birth dates and, instead, filed a declaratory judgment action in superior court.
