Claimant has appealed from a judgment of the Court of Claims dismissing her claim for personal injuries alleged to have arisen from negligence on the part of the State in the maintenance of Route 28 highway through Phoenicia, Ulster County, New York. On the day she received the injuries claimant, then sixteen years of age, left her home at the northwesterly corner of Route 28 and Newton Avenue. She crossed Newton Avenue, which extends northerly from Route 28, and then started southerly across the latter highway to reach the post office. In doing so she stepped on a catch basin cover.
