Early in 1951, the town board of the Town of Cazenovia engaged the services of the J. M. Cleminshaw Company of Cleveland, Ohio (hereinafter referred to as “ Cleminshaw ”) “ to assist the Board of Assessors to make a complete revaluation of all taxable real property ’ ’ within the town.
