Honor State Bank filed its application to establish a branch office in Benzonia Township, Benzie County, Michigan, with the Commissioner of the Michigan Financial Institutions Bureau on August 30, 1982. Protestants objected to the application. On February 1, 1983, the commissioner approved the application and, on February 24, 1983, denied protestants’ request for reconsideration. Protestants then sought review of the commissioner’s decision in the Ingham County Circuit Court.
