American Land Title Association (“ALTA”) petitions this Court for review of a decision of the Board of Governors of the Federal Reserve System (“the Board”) to authorize First Wisconsin Corporation (“First Wisconsin”) 1 to acquire all - of the outstanding shares of Milwaukee Title Insurance Service, Inc. (“Milwaukee Title”), a Milwaukee title insurance agency.
