Donald Creed brings this action against the National Transportation Safety Board (“NTSB” or “agency”), alleging violations of the Administrative Procedure Act (“APA”), 5 U.S.C. § 701 et seq., the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552 et seq., and the Privacy Act, 5 U.S.C. § 552a et seq.
