This case involves a question regarding the method employed by the Bureau of Child Support Enforcement (hereinafter “BCSE”) to allocate child support arrearage payments between principal and interest. It is before this Court upon the appeal of an intervenor below, Janet Hornbeck (hereinafter “Ms. Hornbeck”), 1 from the October 1, 2009, order of the Circuit Court of Wood County affirming the order of the Family Court of Wood County entered on July 30, 2009.
