These CPLR article 78 proceedings, which have been consolidated for purposes of appeal, were commenced by the New York Public Interest Research Group Straphangers Campaign (Straphangers) and the Automobile Club of New York (Automobile Club), as well as certain individuals, as challenges to the March 6, 2003, decisions of the Metropolitan Transportation Authority (MTA), the New York City Transit Authority (NYCTA) and the Triborough Bridge and Tunnel Authority (TBTA) (collectively referred to as the MTA) to raise bus, subway and commuter railroad fares, to…
