THOMPSON, Presiding Judge.
Bishop State Community College (“Bishop State”) appeals from the order of the Federal Mediation & Conciliation Service hearing officer reinstating Henry R. Douglas as an instructor of food service at Bishop State and awarding him back pay. 1 The order also found that Douglas was to be reprimanded in the form in which Bishop State had previously issued a reprimand to him.
