ORDER
ALLEGRA, Judge.
Trial in this matter commenced in St. Louis, Missouri, on December 15, 2008, and continued in Washington, D.C., on January 23, 2009. Near the end of the proceedings, Hal D. Hicks (plaintiff) expressed a desire to call two rebuttal witnesses who were not listed on his pretrial witness list.
