It is urged by counsel for the committee that the estate of *57the patient cannot be subjected to the payment of maintenance in the Government Hospital for the Insane subsequent to the appointment of the committee, except under' the terms of section 4849, Hev. Stat. U. S. Oomp. Stat. 1913, § 9314, and that there was a total failure on the part of the District to comply with its provisions.
