Brenda Smith brought this action individually under the Civil Rights Act of 1866, 42 U.S.C. §§ 1981 and 1982, and tfy> Civil Rights Act of 1968, 42 U.S.C. §§ 3601 et seq., charging Anchor Building Corporation (Anchor) with racial discrimination in refusing to rent an apartment in St. Louis, Missouri. She requested actual and punitive damages but sought no affirmative relief.
