The above-named defendants are jointly accused by information filed against them in the Court of Special Sessions of having conspired to obstruct justice and the due administration of the law in violation of section 580 of the Penal Law. By their application they pray this court for a certificate certifying that it is reasonable that the charge now pending against them in the *850Court of Special Sessions be prosecuted by indictment pursuant to section 31 of the Inferior Criminal Courts Act which, as far as it applies in this case, reads as follows: “ The Court [of Special Sessions] shall,…
