HARRIS, Judge.

A collateral issue in these ten cases which we have consolidated for review is whether Marion County can be ordered to pay the appellate filing fees for indigent defendants in their criminal appeals. In each of these cases, the appellants are criminal defendants who have been found to be insolvent for the purpose of appeal.
