The appellant, veteran John E. Donovan, now pro se, appeals a May 12,1995, Board of Veterans’ Appeals (BVA or Board) decision upholding the validity of a debt resulting from his default on a Department of Veterans Affairs (VA) home-loan guaranty and finding that the BVA lacked jurisdiction to review the denial of his request that VA accept a deed in lieu of foreclosure [hereinafter DILF].
