The defendant is charged with having parked his automobile in front of number 33 Eoosevelt Street, in the county and city of New York, for the period from 10:25 a.m. to 12:25 f.m. on September 7, 1948, in violation of subdivision (a) of section 10 of the Traffic Eegulations issued by the police commissioner under authority of section 435 of the New York City Charter. The section here in dispute provides that “ No person shall park a vehicle * * * More than one hour on any street between 7 a.m. and 12 midnight ’ ’.
