The petitioner has been a civil service employee of the City of Plattsburgh continuously at least since 1964. She presently is a principal clerk in the water and sewer department of the city. Recently, a vacancy occurred in the office of finance office manager in the Finance Department of the City of Plattsburgh. The city duly posted a notice of open-competitive examination for said position.
