Relator, a banking corporation organized under the National Bank Act of the United States, seeks to review an assessment of its capital stock for taxation for the year 1921, on the ground that taxation thereof by the state is at a greater rate than is assessed on.other moneyed capital in the hands of individuals. A national bank is an agency of the national- government. The state has no constitutional power to lay any tax upon it.
