Eric Allen Kauk appeals from a final order of the Department of Financial Services denying his application for a license as a “resident life including variable annuity and health insurance” agent and permanently barring his licensure as an insurance agent in Florida. Mr. Kauk raises three issues, one of which has merit. He argues, and we agree, that the Department erred by imposing a per se bar to his licensure due to his convictions for manufacturing and passing counterfeit Federal Reserve notes because Mr. Kauk’s civil rights have been restored in all relevant respects.
