Beaverton Education Association (Association) seeks review of the Employment Relations Board’s dismissal of Association’s unfair labor practice complaint against School District No. 48 (District). The complaint alleged that District had violated ORS 243.672(1) (g) by refusing to comply with an arbitration award. The principal issue is whether the award concerned a matter that is subject to arbitration under the parties’ collective bargaining agreement.
