OPINION

Plaintiff, Almon B. Heastie, brought an action in the circuit court of Cook County to recover damages for personal injuries he sustained in a fire which took place while he was involuntarily restrained on a cart while awaiting treatment in the emergency room of the Columbia Olympia Fields Osteopathic Hospital and Medical Center (the Hospital).
