MEMORANDUM OPINION AND ORDER

MYRON H. THOMPSON, Chief Judge.

In 1972, as a result of a class-action lawsuit brought on behalf of patients involuntarily committed to the custody and care of the Alabama Department of Mental Health and Mental Retardation, this court ordered departmental officials to comply with certain minimal constitutional standards in the provision of care to the mentally ill. See Wyatt v. Stickney, 344 F.Supp. 373 (M.D.Ala.1972), aff'd in part, 503 F.2d 1305 (5th Cir.1974).
