In this letter opinion, the Court will explain the reasons for its decision to temporarily enjoin the defendant Director of the Department of Planning and Community Development (“the director”) from issuing any building permit to Christ and St. Luke’s Episcopal Church (“CSL”) pursuant to the certificate of appropriateness issued to it by Norfolk City Ordinance No. 42,833. In addition, for the reasons explained below, the Court has determined that CSL is a necessary party to this case and will order that the plaintiff join CSL as a party defendant or suffer dismissal…
