I concur with the majority's opinion and decision to affirm the trial court. I write separately to address the issue raised in our earlier order for additional briefing, i.e. , whether the requirement found in Mississippi Code Section 11-51-75 that the president of the board from which an appeal is sought must sign a bill of exceptions is a jurisdictional prerequisite that must be met before the circuit court can hear such an appeal.
