The present motion by the Secretary for partial summary judgment, Fed.R.Civ.P. 56(a), is addressed to that aspect of the Secretary’s complaint which charges that defendant CSEA’s June 15, 1982 mail ballot election violated § 401(e) of the Labor-Management Reporting and Disclosure Act (“LMRDA”) by imposing unreasonable candidacy requirements and thereby denying union members the right to be candidates.
