Plaintiff-appellee Hipólito Rodriguez Rodriguez brought an action under 42 U.S.C. § 1983 in the district court for the District of Puerto Rico claiming that his first amendment rights were violated when he was dismissed from the position of Regional Director in a Commonwealth of Puerto Rico agency because, allegedly, he planned to run for political office. Defendant in the action was Nicholas Munoz Munoz, the supervisor who had discharged him.
