In these consolidated cross-appeals from an order of the Court of Common Pleas of Monroe County, landowners Richard and Joan Sombers (Sombers or landowners) seek review of the trial court’s order reversing a decision of the Zoning Hearing Board (ZHB) of Stroud Township that had denied landowners’ request for a variance that would allow them to build a residence on their property.
