MINZNER, Judge.

This case raises important questions concerning the distinction between police encounters with citizens that do not implicate the fourth amendment, see United States v. Mendenhall, 446 U.S. 544, 100 S.Ct. 1870, 64 L.Ed.2d 497 (1980), and those that do. See, e.g., Terry v. Ohio, 392 U.S. 1, 88 S.Ct. 1868, 20 L.Ed.2d 889 (1968). The state appeals an order of the trial court suppressing “all evidence resulting from the police stop and seizure of defendant’s 1974 GMC pickup truck.” Relying on State v.
