MARYLAND TRANSPORTATION ARTICLE – DRIVER’S LICENSES – TEST REFUSAL – The Supreme Court held that the Administrative Law Judge did not err in concluding that law enforcement had reasonable grounds to believe the detained individual was driving a vehicle while impaired by alcohol, drugs, or both.
