Defendant, the Secretary of State, appeals from an order of the circuit court of Cook County that reversed defendant’s denial of plaintiff’s request for a restricted driving permit (RDP). The circuit court ordered the defendant to issue plaintiff a renewal of her RDP and refused to stay the order pending appeal.
