The discovery of petroleum in groundwater has led to a dispute that has brought the parties- before this Court. This case comes before us pursuant to a writ of certiorari.filed by Power Test Realty Company Limited Partnership (Power Test), whereby it sought relief from a Superior Court judgment that affirmed the final decision of the Department of Environmental Management (DEM or department) in a contested enforcement action.
