Plaintiff Bond Street Ltd. 1 (“Bond Street”), an importer of business and travel products, initiated this action under 19 U.S.C. § 1516a (2000) to contest a final determination by the U.S. Department of Commerce, International Trade Administration, that Bond Street’s “Stebco slide-flat carts” are within the scope of the antidumping duty order on Hand Trucks from the People’s Republic of China.
